Kochi to Rotterdam, and what the long sail changes
Our group has pressed plywood in Perumbavoor, Kerala since 1986. The units sit about 40 km from Cochin Port, so a container stuffs at the factory and gates in at the Vallarpadam terminal the same day. From there Rotterdam is a typical 24 to 30 day sail — an Atlantic crossing that ends in a wet European arrival.
Four weeks at sea is a different problem from four days to Colombo. Two things follow from it. First, bond grade matters more: our own grade note for this lane is BWR for routine cargo and BWP where the consignment is high-value. Second, the panel has to be right the first time, because nothing is getting corrected mid-voyage. We plan the loading to the container's weight limit and confirm the specification in writing before the order is pressed.
Rotterdam is the discharge port we quote against by default. We sell FOB Cochin, so if your forwarder routes through another North European port, name it in the enquiry and we quote that routing instead. The Netherlands is one of several lanes we run out of Cochin; the rest are on the export hub.
What we ship to the Netherlands
The range that travels this lane is the export range, not a separate catalogue. Face veneer is the one choice worth making deliberately: our face-veneer guide recommends okoume or birch for Northern European buyers, because European inspectors are stricter on face-veneer cosmetic defects than Middle East or African inspectors. Gurjan-faced packing crates have been flagged at Rotterdam for a splinter-prone surface that would have cleared Jebel Ali without comment.
| Product | Typical use | Notes |
|---|---|---|
| Packing-grade plywood, MR (IS 303) | Cases, crating, industrial packing | Typical thicknesses 6, 8, 12, 15 and 18 mm. Okoume face on request. |
| Commercial and BWR plywood | Furniture, joinery, interior work | Calibrated E1 panels with an okoume face and eucalyptus core, bare or HPL-laminated, are made for this kind of work. |
| Plywood boxes and crates | Export packing for machinery and project cargo | Built under an ISPM-15 compliant process; solid-wood members heat-treated and IPPC-stamped. |
| Plywood and timber pallets | Freight and warehouse handling | 1200 x 800 mm Euro and 1200 x 1000 mm ISO footprints are the usual sizes. |
| Marine plywood (IS 710 BWP) | Wet-duty and boatyard work | Quoted on enquiry. |
| Container flooring plywood | Container repair and refurbishment | Dense apitong/keruing-cored panels to the IICL container-floor spec. |
EUDR, FSC and the documents an EU importer actually needs
The EU Deforestation Regulation puts the obligation on the operator placing the product on the EU market — in practice, you. The data can only come from the supply chain, which is our side of it. Application is phased in by operator size under EU timelines, so check the current dates for your company category rather than trusting any article's snapshot.
What we supply for EU-bound orders: species and country of harvest for the timber in the panel, faces and cores both, issued with the quote; support for the due-diligence documentation your statement rests on; and legality documentation for harvest and trade in the country of origin. Much of the timber behind Indian packing and commercial plywood — rubberwood above all — is plantation crop, grown as agriculture and replanted on a cycle. Tracing that to plots is a fundamentally easier exercise than tracing mixed natural-forest timber.
FSC is a separate question. It is voluntary, and an FSC claim is only worth anything if every link in the chain holds a chain-of-custody certificate and the claim appears on the sales documents with a code you can verify yourself in the FSC public database. We do not hold a blanket certification that covers everything we sell — each mill holds its own licences. If your tender needs FSC chain of custody, a CE Declaration of Performance, or a stated formaldehyde class, say so at enquiry: it decides which mill your order is placed with, and it cannot be added after the panels are pressed. Original certificates are submitted on request. The full position is set out on our company verification page, and the regulation itself in FSC plywood and EUDR for importers.
For construction use, wood-based panels travel under the harmonised standard for wood-based panels in construction, with a Declaration of Performance and CE marking; formaldehyde is declared by class, E1 being the standard expectation for interior use. Low-emission construction is a decision made at the glue kettle and cannot be retrofitted at the port, so name the class on the order line alongside grade and standard.
Terms, currency and paperwork
All export quotes are issued in USD. FOB Cochin is the default; CIF Rotterdam is available on request, priced against current freight. We do not publish rates — each quote is built against your thickness, size, grade and quantity, and the reply goes out within one business day.
Payment for standard products is 50 percent advance with the balance before dispatch. Custom specifications are 100 percent advance. We accept bank transfer (T/T). Every shipment carries our material guarantee: the panel that arrives matches the spec sheet quoted.
Plywood panels are processed wood and exempt from ISPM-15, so bare panels need no heat-treatment stamp. Solid-wood packaging is different: ours is heat-treated at registered facilities and stencilled with the IPPC mark, country code IN, treatment code HT and the registered facility number. Methyl bromide fumigation is the other approved ISPM-15 treatment, but it is being phased out in most EU destinations on environmental grounds, so we default to heat treatment unless you ask otherwise.
Import essentials for the Netherlands
What your customs agent needs to land a plywood shipment in the Netherlands. We quote FOB Cochin in USD; duty and VAT are added at import by your agent.
| Item | Detail |
|---|---|
| HS code | 4412 (the item within 4412.31 / 4412.33 / 4412.34 / 4412.39 turns on panel construction and individual ply thickness as well as face species, and finished cases, pallets and drums are generally considered under 4415 — your broker confirms the line) |
| Customs duty | The EU’s Common Customs Tariff sets its erga omnes (third-country) duty on HS 4412 plywood per CN sub-heading, and the applicable rate varies with your face-veneer species. For commercial/BWR plywood faced with a species outside the EU’s named-tropical list — keruing/gurjan and most other Indian facings fall here, under CN 4412.31.90 or 4412.34.00.10 — the confirmed rate is 7% ad valorem, verified live on the EU’s Access2Markets tariff tool. Plywood faced with one of the specifically named tropical species (meranti, sipo, limba, obeche, okoumé, sapelli, mahogany and similar, CN 4412.31.10) falls under a different code, where a secondary tariff database lists a higher rate of around 10% that could not be cross-checked against the EU’s own tool this round — treat that figure as indicative only. No EU anti-dumping duty applies to India on any HS 4412 line; the EU’s current plywood anti-dumping measures (Regulation 2024/3140) target China only. India remains eligible for the EU’s Standard GSP preference — 3.5% on the 7% line — with a REX self-certified statement of Indian origin; without it, the full erga omnes rate applies. Your broker confirms the exact CN sub-heading for your product’s face species and the rate in force. |
| VAT at import | Dutch import VAT (BTW) is 21%, the standard rate that applies to plywood and other ordinary goods — the 9% reduced rate is reserved for food, books, medicines and similar categories — charged on the customs value plus customs duty, not on CIF alone. Dutch import-VAT deferment under an Article 23 licence, where you hold it, is a matter for your own registration. |
| Landed-cost note | Indicative only — your broker must confirm the destination tariff line and the rates in force. Import VAT is not charged on CIF alone: the base is the customs value plus customs duty, and local law may add fees and other incidental charges. |
| Due diligence | EUDR sits on the EU operator placing the product on the market. We issue species and country-of-harvest declarations with the quote and support the due-diligence documentation. |
| Conformity / standards | For construction use: Declaration of Performance and CE marking under the harmonised standard for wood-based panels, with the formaldehyde class declared. Named at enquiry, not added later. |
| Clears at | Rotterdam by default; we sell FOB Cochin, so another North European port can be nominated. |
| Typical transit | 24 to 30 days port to port, Cochin to Rotterdam. Add production and stuffing time at our end. |
| Documents we provide | Commercial invoice, packing list, certificate of origin, bill of lading. Phytosanitary certificate where the destination requires one. |
| ISPM-15 | Panels exempt; assembled crates and pallets heat-treated and stamped through a compliant process |
